Every year, Blogger seems to originate new password access issues. The most recent, as of November 18, 2006, at 8:06 PM, is "

a response to your request for information about your Blogger account. To regain access to your account, please click on the following link:"

Well.... why don't I remember requesting information about my Blogger account? 

When I attempted to access my account, I found that there is a "conversion" of Blogger in process to a new format.  I decided to try it, but on logging in - using my long standing and almost forgotten PW - I was told the conversion could not be accomplished and I should "check back later". 

Maybe October or November of 2007?
